The Civic Awareness Programme (CAP)

The Civic Awareness Programme (CAP) is the foundation of the three interconnected programmatic interventions identified under the ABEDEV Strategy 2025-2029, ‘Waking Institutions in Busia Serve the Common People’. Its main aim is to mobilise and conscientize residents of the County on their rights and obligations as citizens of Kenya and residents of Busia County.

 

As the foundational ABEDEV programme, the CAP lies ground for the other two interventions, i.e. the Citizen Participation Programme (CIPP) and the Citizen-led Accountability Programme (CLAP), by mobilising and conscientizing residents in readiness for citizen-led action towards improving governance in Busia County. Once the CAP has mobilised and conscientized Busia residents on their rights and obligations as citizens, the CIPP follows this up by encouraging the residents to meaningfully engage with the County Government’s decision-making processes to influence the decisions towards the priorities of residents. The CLAP closes the loop by ensuring that residents engage in follow-up action to monitor the implementation of agreed commitments.

The table below summarises some of the indicative activities, outputs, and outcomes of the CAP. The activities are what the CAP project officer and volunteers are expected to undertake frequently. The Head of Programmes is expected to follow up on the activities by referring to the key outputs and indicators emerging from them.

Expected Civic Awareness Programme (CAP) Outcomes

The CAP is expected to lead to increased civic awareness among Busia residents. An increase in civic awareness will lead to interest in good governance among the residents, which in turn will attract them to engage both in government decision-making processes and in scrutiny of government programmes, services and initiatives. This will lead to reduced wastage and improved performance by the County Government, thereby uplifting the lives of ordinary people.
